The Former President's Woke Warning Overlooks The Continent's True Danger: Economic Decline.

The recent US security policy document offers a flawed view of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an existential risk to the continent's identity. However, this perspective rests on a fundamental misreading of the reality. The actual challenge confronting Europe is not societal but technological and economic backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics reveal a sobering picture. From 2008 and 2023, US GDP surged by 87%, while a paltry 13.5% growth for the European Union. Over this time, European income per person fell from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like Italy and France.

Today, about 50% of the global top fifty technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

The growing economic gap stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. In the last five decades, 241 US firms have grown into companies valued at more than $10bn, versus just 14 in the European continent.

This gap raises a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU positioned? Experts widely agree it is essentially a contest between two involving the United States and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Innovation Gap

Several key factors explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for financing new ventures. The EU still lacks a true capital markets union, a factor that caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can launch a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose serious reform. Notable analyses on EU competitiveness and the internal market point to the necessity of major reforms.

Given appropriate policies and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

Europe still possesses considerable strengths: high-quality human capital, excellent education systems, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge tech, it can still dramatically increase economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. But, without bold steps to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of world influence.
